  1. Assessments are adjusted annually due to changes in market conditions. The referenda liability will change in relation to changes in parcel gross assessed value.
  2. Homestead parcels are assumed to also have a mortgage deduction.
  3. For simplicity, the local homestead credit, which changes annually, is omitted from this calculation.
